Jordan Montrey Williams was charged with shooting Marine Lyndon Mosley in the eye while he was home visiting family on leave.
Williams turned himself into local authorities and faces four counts of aggravated assault.
Mosley is in serious condition and recovering in the hospital.
19-year-old Mosely was home on leave for the birth of his daughter when he got into a confrontation with another driver on Highway 6 Tuesday, according to WBTV. He was just married in February.
